For the purpose of exercising such powers and discharging such functions as are consulted on the central government by or under this act or under the rules made for the intentions of registration of companies under this act, the central government shall, by report, create such number of offices at such places as it thinks fit, describing their jurisdiction.

The central government shall create such number of offices at such places as it thinks fit, describing their jurisdiction for the intention of exercising such powers and perform such functions as are consulted on the central government by or under this act or under the rules made for the intentions of registration of companies under the act.
The registrar in the office shall notice such normal working hours as may be accepted by the central government. It shall be open for the performance of business with the public on all weekdays.
The offices other than the Registrar shall notice such normal working hours as may be confirmed by the government.
The central government may authorize such registrars, additional, joint, deputy and assistant registrars as it makes essential for the company registration and perform various functions under this act. The duties and powers which may be usable such officers shall be such as may be specified.
Powers and duties of Registrars
The registrars shall effort such powers and perform such duties are consulted on them by the act or the rules made under or assigned by the central government. Wherever the duty and power has been consulted on the central government by the act.
Whenever granting to the act, any duty or function is to be performed by the registrar, it shall, until the central government other than directs, it is been done by the registrar or in his needs, such person is like to be authorize by the government.
The terms and conditions of service, containing the salaries payable to persons are appointed under the sub-section 2.
The government may handle a seal or seals to be prepared for the certification of required documents for or connected with company registrations.

Seal of Registrar
The registrar shall have a seal and such seal shall include the words “Registrar of Companies, ________ (Place and State)”.
This clause consists under the section 609 of the companies’ act 1956 and wants to assign that for the needs of company registration. The central government shall start such number of offices at such locations and with such rule as it thinks fit. It also wants to provide that the government may choose such number of officers as it discuss necessary for company registration and perform various function under this act. In addition to company registration, the central government have the power to start such number of offices as may be needed for the goal of exercising such powers and doing such functions as may be applied by the government.
It has been provided that the appointment of Registrars, Joint and Deputy and Assistant Registrars shall also be for the intention of perform various functions under this act. It is not just for registration of company, as was delivered under the companies act 1956.
The office of the Registrar shall notice such normal working hours as may be authorized by the government.
Admissibility of certain documents as evidence
However anything included in any other law for the time being in force, any document reproducing or obtain from returns and documents registered by a company with the registrar on paper or stored on any electronic data storage device or in electronic form or computer readable media by the registrar.
This clause consists to section 610A of the companies act 1956 and wants to accept companies to file returns and documents on paper or in electronic form or collected on computer readable media or any electronic data storage device and also works to provide that such filings. It also be considered to be a document for perform this act. It shall be valid as prove in any proceedings thereunder.
Nowadays any document derived or reproducing from returns and documents filed by a company with the Registrar on paper or in electronic form certified by the registrar or any other officer permitted by the central government in such manner as may be recommend. There under without further proof or production of the originals as statements of any contents of the original or of any fact explained therein of which direct statement is allowable.
